Movement requires operating-area authority
A routing planner can recommend a path; a fleet controller can dispatch a vehicle; a warehouse robot can move inventory. These actions should not share one undifferentiated credential. Authority can be bounded by site, lane, asset, cargo, time and operating mode.
The local motion and safety systems retain responsibility for physical execution and emergency stops. An authority layer decides whether the autonomous principal is permitted to request a task or route within the approved operating envelope.

Delegation across a chain
A logistics coordinator may delegate a shipment task to a fleet agent and a loading task to a warehouse controller. Each child receives a narrower grant. The fleet agent should not gain warehouse door-control authority simply because the shipment involves that facility.
Ports and intermodal operations add counterparty and jurisdiction boundaries. A route adjustment for one shipment should not modify schedules or access for unrelated cargo.
Change and outcome evidence
A command being accepted is not proof that a vehicle arrived or inventory moved. Decision evidence should link authority, requested action, execution response and observed outcome. If a machine changes operating area or loses communications, pending grants should be reassessed before another consequential step.
Coordination does not erase local boundaries
A logistics workflow may span routing software, a fleet operator, warehouse robots and a port system. Each domain has its own execution and safety rules. A parent shipment task can coordinate them, but a child should receive only the specific authority required at its domain boundary.
Operating-area and time limits are particularly important for mobile systems. A route grant valid in one facility or lane should not follow a machine into a different zone without reevaluation. Observed movement, not merely dispatch acknowledgement, should close the evidence chain.
